Assesses the impact of research on the decision to abolish a long-term corrupt system of wheat rationing in Pakistan. Lessons learned include:- ""Useful "" research exhibits certain key characteristics: research dealt with a high priority issue; research conformed to policymakers' expectations; research findings were consistent with previous research; research provided needed quantitative data; research challenged existing institutional arrangements; research was objective and of good quality
- Effectiveness of research program implementation may be improved by the use of non-traditional methodologies or context-specific innovations
- To have impact, ""useful"" research must be communicated effectively to those who are in a position to use it
- Research information must be targeted to all influential audiences
- Building relationships with influential actors is important
- Researchers need to have strong communications skills and be comfortable interacting not only with fellow researchers, but with policymakers, NGOs, and the press
