| |
Information and Communication Technologies (ICT) have a broad impact on school practices and long distance learning in the education sector. This paper presents the results of an online survey to monitor the development of ICT in distance education for 12 Pacific Island Countries: Cook Islands, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu and Samoa.
The key findings of the study include:
- ICT development ranges from early stage policy formulations to the construction of both larger databases and online portals
- a gap between urban and rural internet access remains steady
- while the urban access level to internet and computer in tertiary education reaches about 70%, primary and secondary schools remain below 10%
- lack of adequate financing, the lack of skilled personnel, and poor access to infrastructure are identified as the most important educational ICT challenges
- the most important issues to address for educational institutions are training and capacity building, localised content development, and the creation of new learning materials
Furthermore, the survey identifies the following strategies for development of ICT in education:

a variety of local telecommunications operators should replace existing monopoly control of ICT infrastructures and networks
-
organised training programs, public campaigns, and workshops should be introduced to increase internet usage in classrooms
-
internet access, ideally at broadband speed should be provided to all schools
