The paper presents first evidence on the determinants of unemployment duration in Ukraine between 1997 and 2003, using individual-level data from the first wave of the Ukrainian Longitudinal Monitoring Survey. The author sees persistent and stagnant unemployment as one of the most important issues for national employment policy in Ukraine. The author argues that there is a range of measures to increase employability and access to labour market opportunities amongst the long-term unemployed. These are:- measures to stimulate and to assist with job search or self-employment
- measures to enhance or to update skills
- measures to increase employer recruitment of the long-term unemployed
- direct employment creation by the public sector
International experience shows that some of these measures are more effective than others and that many of them tend to benefit those easiest to help at the expense of disadvantaged groups. On the other hand, efficiency arguments suggest that policies should be targeted at these workers who are about to enter long-term unemployment. The key policy recommendations of the paper are: - focus on employability of older individuals
- encourage retirement among those entitled to any kind of pension
- give more attention to the quality of education and training programmes
- pursue an economic and social policy which promotes full, productive and freely-chosen employment
- remove barriers to voluntary mobility
- spread more information about vacancies and living costs throughout the country
